Watford Becomes Latest Local Authority to Migrate Local Land Charges Register

From 6th February Local Land Charges searches for Watford Borough Council will have to be obtained from HM Land Registry

This brings the number of Local Authority Land Charges Registers transferred to HM Land Registry to 9 our of 316.

  2. CIty of London Corporation
  3. Councils of the Isles of Scilly
  4. Lambeth Council
  5. Liverpool City Council
  6. Norwich City Council
  7. Warwick District Council
  8. Peterborough City Council
  9. Watford Borough Council

LLC1 searches can no longer be obtained from the above councils, instead a Local Land Charges Search must me obtained from HM Land Registry or a Search Provider.

Con29R reports and Con29O optional enquiries will continue to be provided by the Local Authority.

Peterborough City Council Local Land Charges Move to Land Registry Today (31/01/2020)

From today (31st January 2020) Local Land Charges searches for Peterborough Council will have to be obtained from HM Land Registry.

Peterborough City Council brings the number of Local Authority Land Charges Registers transferred to HM Land Registry to 8.

Watford Borough Council Local Land Charges are due to move the the Land Registry on the 6th February 2020

That will make 9 out of 316 registers transferred.

From today (1st October 2019) Local Land Charges searches for Lambeth Council will have to be obtained from HM Land Registry.








Lambeth Council brings the number of Local Authority Land Charges Registers transferred to HM Land Registry to 7.

Blackpool Council

Councils of the Isles of Scilly
Lambeth Council
Liverpool City Council
Norwich City Council

New Chief Executive at Land Registry

Simon Hayes has today been appointed as the new Chief Land Registrar and Chief Executive of HM Land Registry.

Mr Hayes has been Director of Visas and Citizenship since 2014, responsible for managing the UK's border and immigration systems.

He will take up his new post in November 2019

Norwich City Council joins HM Land Registry’s Local Land Charges Register

After a few teething problems Norwich City Council has now migrated its Local Land Charges data to the Land Registry.

This brings the total number of local authorities that have migrated their Local Land charges data to the Land Registry to six.
​
The six are;

Warwick District Council
Liverpool City Council
The City of London Corporation
Blackpool Council
Council of the Isles of Scilly
Norwich City Council

Local Land Charges searches can no longer be carried out at these local authorities but will have to be done via the Land Registry.

Con29R and O searches, however, will still be carried out at the local authorities.

Land Registry will reject more registration applications during 2-week test

From Monday 20th March to Friday 31st March the Land Registry will be conducting a 2-week trial where they will be widening the criteria under which some registration applications are rejected.

During this period an application may be rejected if it;


  • does not meet the execution requirements for deeds
  • does not include evidence for power of attorney
  • does not contain the correct fee for a new title application
  • is a First Registration and is not on the correct form (FR1)
  • is a First Registration and form FR1 does not contain adequate information in panels 3, 5, 12 and 17.
 
The Land Registry are aiming to improve the quality of the applications they receive.

Land Registry awards  contract for the consolidated Land Charges Register

PA Consulting have been awarded the contract to support Land Registry with both delivering and populating a single, digital LLC Register. 

The project aims to consolidate land charge data from 326 councils into a standardised format. They also aim to standardise price and turnaround time and automate the LLC search function.

The Land Registry can sue a former law firm for negligent misrepresentation in not checking whether a mortgage discharge form was genuine, the High Court has decided.

HMLR – changes to handling disputed applications

From January 2016, Land Registry are changing the way they deal with disputed applications. Having previously allowed an unspecified amount of time for the parties to resolve disputes, they will now allow six months for a disputed application to be resolved before it is referred to the Land Registration division of the Property Chamber, First-tier Tribunal (the Tribunal).
